From a different angle, we can see it's a wheel - don't know what it's for, but there it is. 
But up close we can see there's a nest! And there's the parent flying away. 
The babies are hungry, very hungry. 
Another parent visit, and the chicks are going crazy. 
OK, so now you know, it's an Eastern Kingbird. But on a powerline?????
